WinChart version 4.23 released

This release is primarily a maintenance release.

Though we have added some new functionality, such as displaying AIS information in a small font,
which does not clutter up the screen as much and AIS class B call signs are now reported.

The fixes should solve problems in color mode settings, uto scroll positioning, Google Maps live display of the vessel, deep water depth reporting and many more.
